People are apparently not following (or are misunderstanding) the basic instructions, leading them to believe the pump doesn't work. Here's what it says on the box that mine came in:

'With pump lever in UP position, tighten screw cap to ensure proper seal.'

The screw cap is the knobby appendage surrounding the stem connector. The pump lever is on the opposite side, and UP position means to move it away from the pump body. You MUST first move the lever up and then tighten the screw cap in order for the pump to work. Be sure to tighten it all the way, until you encounter strong resistance. Tightening the cap applies pressure to the rubber sleeve inside, which causes it to bulge inward and form a good fit around the valve stem. If you make the rubber sleeve TOO tight and it won't fit over the valve stem, only then should you loosen the cap slightly until it will fit.

I own several bike products made by Bell and they all work. The problem
with these mini-pumps is that they should be labeled "for emergency."
If you get a leaking tires and happened to be miles from home, then 15 to 20 PSI is better than zero PSI. But if your tires already have 50 to 65 PSI, this product will not help and you can only lose some air pressure.
A regular bike pump is still needed. These mini pumps (Schwinn makes them, also) are more for looks and a temporary help. I used to have a huffy pump that attached to my bike and it could do alot more than this one, but it was approx. a 16" air chamber.

I purchased this pump because Bell has been making bicycle equipment for years, and yes, it was inexpensive. It was a Walmart purchase, and as they say, you get what you pay for. I have had several flats lately... and luckily on one of my longer rides the pump did work. However, it never was able to achieve high pressure but I could pump enough air to get me back home. Now, it has failed completely. And yes, I do understand how to properly create a seal with the valve. Something internal seems to have failed. It did give indications of problems earlier, and the pump arm/piston would pop out randomly as I was pumping. Now there seems to be air coming out of the hing area of the lever, and no pressure is achieved.

I'll spend a little more for a more reliable pump. Suggestions?
